Best AI Video Ad Generator for Small Business: 7 Ranked (2026)
You are good at your trade. Then someone says an app can make your video ads in minutes, and now you have 20 tabs open, each one naming a different best AI video ad generator.
It can feel like a lot. Here is the short answer.
For a product shop that wants a low bill, Creatify is the best AI video ad generator to try first. For a talking presenter, try HeyGen or Arcads. For a busy owner with no marketing team, the best option is to skip the tool and use a done-for-you team like Ad Factory.
We read each tool's own pages on November 5, 2026 and ranked 7 of them for an owner with no marketing team. We are 30 Second Productions and Ad Factory is ours, so weigh that as you read. Every tool price below comes from the tool's own page, and where a tool hides its price, we say so.
Key takeaways
- Of the 9 pages we opened on this topic, 8 sat on the site of a company that sells an AI video or ad tool.
- Paid plans on most of these tools start at about $10 to $29 a month.
- With any tool, you still pick the offer, make the choices, fix the mistakes and check the ad.
- Free plans at HeyGen, Synthesia and Creatify add a watermark, so treat them as tests.
- A done-for-you team is the best option for a busy owner: you approve, and the team does the rest.

Why do best AI video ad generator lists disagree?
Most lists disagree because a company that sells a tool published them. We opened 9 pages on this topic, and 8 sat on a tool seller's own site.
PixVerse, Segwise, Creatify, Higgsfield, Mootion and QuickAds each put their own tool first. CapCut and Idomoo compare their own tool to no named rival. The ninth, Content Mavericks, sells no tool we could see, but it says it earns a commission on its links.
None of that makes those pages wrong. It does mean you should read them like a car ad, not a road test.
Old prices are the other trap. Creatify's own blog, checked in August 2026, lists a $39 Starter plan, while Creatify's pricing page in November 2026 shows a $15 Standard plan. Always trust the live pricing page.
So we judged each tool on three plain questions:
- How much of the ad do you still make yourself?
- What does it cost, on the tool's own page?
- Does it fit an owner with no marketing team?
One honest limit: this ranking comes from reading each tool's pages, not from a lab test. We did not run the same ad through all 7.
We left out clip makers such as Runway, from $15 a month ($12 yearly), because you would still have to turn the clips into an ad.

How much does an AI video ad generator cost?
Most of these 7 tools let you start with a free plan or a short trial, and paid plans start at about $10 a month, but what you get for the money varies a lot. Here they are in our order, with monthly prices from each tool's own page on November 5, 2026.
| Rank | Tool | Try it first | Paid plans a month | What that buys | Best for |
|---|---|---|---|---|---|
| 1 | Creatify | Free: 10 credits a month, up to 2 video ads, watermark | Standard $15 ($10 yearly), Pro $55, Max $95, Business $195 | Standard: 55 credits, about 11 short avatar videos of 15 seconds, about $1.36 each on monthly billing | Shops with a product page |
| 2 | HeyGen | Free: 3 videos a month up to 1 minute, watermark | Creator $29 ($24 yearly), Pro $49, Business $149 plus $20 a seat | Creator: 600 credits | A talking presenter on a small budget |
| 3 | Arcads | 72-hour trial, 1,000 credits, card needed | Dollar prices shown only inside the app | Starter: 8,000 credits, about 10 talking videos, credits reset each cycle | Owners who test many ads |
| 4 | MakeUGC | $1 trial on any plan | Starter $29, Growth $39, Pro $79, billed yearly | Starter: 500 credits, 300+ actors, no rollover | AI actors at a price you can see |
| 5 | InVideo | No free plan on its pricing page | Starter $20 ($10 yearly), Plus $60 ($30 yearly), Max $250 | Starter: 400 credits, no rollover | A first cut from your own clips and notes |
| 6 | CapCut | Free plan with templates and basic editing | Pro £21.99, Ultra £58 | Pro: 1,200 AI credits | Owners who like editing |
| 7 | Synthesia | Free: 10 minutes a month, watermark | Starter $19 ($9 first month, $14 yearly), Pro $89 ($59 yearly) | Starter: about 12 extra minutes a month on top of the free 10 | How-to and explainer videos |
| Our pick | 30 Second Ad Factory, a team, not a tool | Free, no card: one free image ad with a small watermark, plus one free video script and storyboard | From $97 | Base: about 3 short videos or 2 song ads | Busy owners with no marketing team |
The last row is our own team, so it is not one of the 7 ranked tools. Two more notes on that table. CapCut showed us prices in pounds and says shown prices are for reference only, so sign in to see yours. The "about 10" for Arcads is our math: 800 credits a video from 8,000 on Starter.
Arcads needs one more line. Its help center says current prices sit inside the app, and we found no public price page.
A rival's roundup, Higgsfield's October 2026 list, shows Starter at $110 a month, so treat that as a rough guide only. At that price, one talking video is about $11.
If you already pay for Canva, try it before you buy anything new. Pro costs $144 a year, though Canva lists its video clip maker under its Ultra AI tools, which share one monthly allowance.
Pro tip: Divide the plan price by the ads you will really make, not the ones the credits could cover. Unused credits do not roll over on InVideo or MakeUGC, and they expire after 2 months on Creatify.
Which tool fits which kind of business?
The right tool depends on what you sell and how much of the work you want to keep. Here is what each one does, in plain words, and the catch.
1. Creatify
Creatify makes ads from a web link. Its home page says its URL to Video tool builds video ads for products from any URL, and its Ad Agent can research, make and launch ads.
Best for: a shop that sells a product with a good web page.
The catch is that URL to Video is pitched at products. Creatify says Ad Agent also takes a service, but its Standard feature list does not name Ad Agent, so at this price a service business should plan to do more of the writing. Credits also expire after 2 months, so a slow month can cost you.
2. HeyGen
HeyGen is a presenter tool with a simple path for ads. Its ad page has you paste a link, add images or type a short script, pick a format, then refine the drafts.
Best for: a talking presenter ad on a small budget.
The catch is that you do the last mile. You download the files and upload them to your ad account yourself.
3. Arcads
Arcads is built for people who make a lot of talking ads. Its own guide starts with you writing the script, then picking an AI actor, a talking model and the captions. Our Arcads vs MakeUGC comparison sets their credits side by side.
Best for: an owner who already tests ads and can write a good hook.
The catch is the price you cannot see until you are inside. The Starter plan also begins on its own after the 72-hour trial unless you cancel, and Arcads emails a reminder 24 hours before. Starter credits reset each cycle.
4. MakeUGC
MakeUGC is an AI actor tool. UGC, or user-generated content, is an ad made to look like a regular person filmed it. Our guide to the best way to get AI UGC ads compares the choices.
Its home page offers up to 1,000+ AI actors, with 300+ on Starter, and the flow is simple: write a script, pick an actor, generate, then tweak it in the editor.
Best for: AI actors at a price you can see before you sign up.
The catch is that the prices shown are billed yearly, so Starter is $348 up front, and the page lists no monthly price. The $1 trial renews at the plan price unless you cancel, and the page leaves the trial length to checkout.
5. InVideo
InVideo turns your notes and uploads into a first cut. Its Facebook ads page has you add your audience, product details and call to action, then upload clips and trim the result.
Best for: an owner with real photos and clips who wants a fast first cut.
The catch is that unused credits do not roll over, and Starter only reaches the lighter version of its AI agent.
6. CapCut
CapCut is an editor first. Its guide calls it a practical option for a creator or small team, and it says plainly that captions and voiceovers are drafts.
Best for: an owner who likes editing and wants full control.
The catch is that you are the editor. The same guide does not claim CapCut is the top pick for avatar ads.
7. Synthesia
Synthesia is a presenter tool that is not built around ads. Its marketing page pitches product explainers, campaign videos and social content, but neither that page nor its home page uses the word ads.
Best for: how-to videos for your staff or customers.
The catch is simple. If an ad is the only job, the 6 tools above fit better.
If you like the talking presenter look but not the app, here is a Yapper ad with an AI presenter that we made for our own Song Ads service.
Get presenter ads made for you with Ad Factory.
What will you still do yourself with an AI ad tool?
With any AI ad tool, you still choose the offer, guide the script, make the creative choices and check the final ad. The tool speeds up the making, but you remain the marketing team.
Their own pages show it. Here are the 6 jobs that stay on your desk:
- Pick the offer. No tool knows you want more drain jobs in March.
- Write or fix the script. Arcads has you write it. Others draft one, and you still need to make it sound like you.
- Choose the look. You pick the actor, voice, format and pace.
- Fix the mistakes. CapCut warns that captions and voiceovers are only drafts.
- Check every claim. InVideo's page tells you to check claims before you download.
- Size and upload. You export each version and load it into your ad account.
For a roofer between jobs or a dentist between patients, that list is the real price of the tool. Nothing on it is hard. It just needs an hour you may not have.
What does one AI ad really cost once you count your hours?
One AI ad costs the plan price plus your time, and your time is usually the bigger number. The pages that rank these tools rarely add it up, so here is a simple way to do it.
Say you want 3 ads a month on Creatify Standard at $15. Say each ad takes you 2 hours, from idea to upload. That is our guess, not a measured number, so time your own.
Now price those 6 hours. The U.S. Bureau of Labor Statistics puts the 2025 median pay for video editors and camera operators at $36.10 an hour. Six hours at that rate comes to about $217, so the real bill is about $232, not $15.
Redos can add to it. Creatify says longer clips, higher quality and premium models all use more credits, so a picky month burns through a plan faster.
Compare that with Ad Factory's Base plan in the first table: about 3 short videos a month, and your time goes on the brief and the approvals.
If you like the work, this math does not matter much. If those 6 hours come out of your evenings, it matters a lot.
When should you skip the tool?
Skip the tool when the hours cost you more than the ads are worth to you, or when nobody on your team will check the work. A tool that sits unused still bills you each month.
Skip it if:
- You cannot give it a few hours every month.
- You would rather not write scripts.
- Nobody else can check the ad before it runs.
- You want a style you do not know how to ask for.
Keep the tool if:
- You enjoy making ads, or you have staff who do.
- You want to change an ad the same day.
- You sell one clear product with a strong web page.
- You need dozens of versions and have someone to manage them.
For a one-person shop with a free evening a month, a tool can be a fine buy. We would rather you buy the right thing than ours.
Some styles are also hard to ask an app for if you have never made one. Here is a claymation ad, a sample we made for a made-up plumber.

See the ads our team makes → Song ads, talking presenter ads, claymation and more.
What are your options if you skip the tool?
If you skip the tool, you can hire a marketplace seller, a video studio service, an ad agency or a done-for-you ad team. The main differences are price and how much back and forth lands on you.
| Option | Who does the work | Price from the page | What to know |
|---|---|---|---|
| Marketplace gig | One seller | $15 to $5,000 on Dribbble's first 10 listings | Quality varies by seller |
| Creatify Studio | A strategist, a team and AI | $100 to $200 a video | Listed at 25 to 100+ videos a month, 48 hours |
| LYFE Marketing | An agency | Good plan $500 a month, listed as "2 Vertical Videos, 1 Actor per Quarter"; the same page also quotes $1,250 to $2,500 a month | Runs and tunes ads too; ad budget is extra |
| Ad Factory | A team of people using AI | $97 to $397 a month for about 3 to 17 short videos | Makes the ads; does not run them |
Marketplace gigs look cheap. In our view, quality is often low and uneven, they take a lot of back and forth, and you are not dealing with a professional marketing team. For one simple ad, that may be fine.
Creatify Studio is worth knowing about, because a tool maker sells it as a done-for-you service. At 25 videos and $100 each, that is about $2,500 a month by our math, so it suits brands with a lot of volume.
An agency makes sense if you want someone to run the ads too. We make ads, but we do not run them.
Ad Factory sits in the gap. You tell us about your business and offer. Our team writes the script and draws the storyboard, you approve both, and then we make the ad and check it.
Each video ad has a script writer, a storyboard artist, a video maker and a quality checker, and a project manager watches it before it reaches you. We do use AI to make the ads. You never touch it or write a prompt.
Most ads are ready in about 24 hours of a complete, approved brief. You can start free with no card, with one free image ad and one free video script and storyboard per business. The free image ad has a small watermark, and the finished video needs a plan or credits.
Here is a song ad that tells a plumber's story. The singing voice is AI.
If you want more on this choice, read our guide on choosing an AI video ad agency or a tool.
How can you test a tool in one evening?
You can test a tool in one evening by making one 30-second ad for one offer on a free plan, then timing yourself. This test costs little, and it tells you more than any list.
Step 1: Pick one offer
Choose one thing to sell, such as a free roof check. One ad should do one job.
Step 2: Write a 30-second script
Keep it to a hook, the problem, the fix and one next step. Here is a sample for a made-up roofer:
"Saw a brown spot on your ceiling after that storm? That spot is your roof asking for help. Small leaks turn into big bills. We check your roof for free and show you photos of what we find. No pressure. Tap the button and pick a time this week."
Our guide to UGC video ad scripts has more hooks you can borrow.
Step 3: Make it on a free plan
Use a free plan from Creatify, HeyGen or Synthesia. The watermark is fine for a test, because this ad is only for you.
Pro tip: If a trial asks for a card, put the end date in your phone that day. Arcads and MakeUGC both move to a paid plan unless you cancel.
Step 4: Check it twice
Watch it once with the sound off and once with it on. Read every word on screen, then check the phone number, the offer and the way the presenter says your town.
Step 5: Write down your time
Note how long the whole job took, then multiply it by the number of ads you want each month. If that number fits your week and you liked the work, buy a plan. If it does not, you have your answer.
Frequently asked questions
What is the best AI video ad generator for a small business?
For a product shop that wants a low bill, Creatify is a good first try. For a talking presenter, try HeyGen. For a busy owner with no marketing team, the best option is a done-for-you team like Ad Factory, where you approve the script and storyboard and the team makes and checks the ad.
Is there a free AI video ad generator with no watermark?
We did not find one among the free plans we checked. HeyGen, Synthesia and Creatify all add a watermark on their free plans. CapCut has a free plan, but its pricing page does not say either way, so test an export before you plan around it.
What is the cheapest AI video ad generator?
Creatify Standard and InVideo Starter are the lowest paid plans we found, at $10 a month on yearly billing. On monthly billing, Creatify Standard is $15. The lowest plan is not always the best buy, since credits run out fast on longer or higher quality clips.
Do AI ad tools write the script for you?
Some AI ad tools draft a script, and some start with yours. MakeUGC can write one from your product page, while Arcads' own guide starts with you writing the script. Either way, read every line, because the tool does not know your town or your customers.
Which AI ad tool is best for a service business like a plumber or dentist?
HeyGen is a good first test for a service business, because you can start from a short script instead of a product page. A plumber or dentist often has less time than a product shop, though. If you would rather not run the tool at all, a done-for-you team is the better fit.
Will an AI ad tool run my ads too?
HeyGen and InVideo both stop at the finished video, and you take the file to your ad account. Creatify says its Ad Agent can launch ads, but its Standard feature list does not name Ad Agent, so check the plan before you buy. Ad Factory also stops at the finished ad.
The short version
The best AI video ad generator depends on your business. Creatify fits a shop with a product page, HeyGen or Arcads fit talking presenter ads, and CapCut fits an owner who likes to edit. Check the live price, and be wary of any list that puts its own tool first.
Every one of those tools leaves you with the same job, though. You still pick the offer, shape the script, fix the mistakes and check the ad. That is fine if you enjoy it or have someone who does.
For a busy owner, our done-for-you team is the best option. With Ad Factory, you approve the script and storyboard, and our team makes and checks the ad. You can try it free first.
